PVP at the Traders NORTHWEST

Hello ADM I am not a player to report mainly on another player. 
Unfortunately the player: EagleCohort! It was today day 03/06/2018 the 11:00 hours of the 10:00 the same was camped with an armed helicopter for the plat traders of (gasoline ES.) According to the attached photos. 
As I read the server rules over 600m and published the PVP Plus + or-a 15m, the focus and the very disadvantaged are far more visible to ask please guide yourself and see this complaint thank you very much.
